I had this problem with one on Windows 7. I ended up fixing it by putting the Cinema Webcam on an externally powered hub. Apparently it was doing something that overloaded my USB port at some point. No problem since then. I know the thread is old, but if someone else has this problem I would be glad...

I'll do that. At the time of this posting, I had an X10 VA11A USB capture device, a Hauppauge WinTV card (one of the first OLD ones), An ATI TV Wonder PCI card, and have since added a Syntek based EasyCap clone 4 channel USB 4 channel capture device. I'll pull them and attach a USB Webcam that works...
