Problem solved! Turns out my new cisco modem (which, unlike my previous modem has a built-in router) was in an ip conflict with my existing netgear stand-alone router. I had to get my ISP to "bridge" the cisco cable modem to stop the conflict.

Sounds like UPNP is not working properly on your new router. My suggestion since I never believed in UPNP is to access your router and set-up your port forwarding. It would be very convenient if the scheduler had 15 or 30 minute intervals rather than 60 minute. Maybe even drop-down boxes where you can set your own start and stop times?

Have somebody outside your network to test the link for you. Or try testing it using a proxy. The outside world can indeed get it to work. It seems for those behind the router (ie in the network) the router's assigned address has to be used instead. Funny, with the old router that wasn't the case! ...
