Progress:

When I try to go to my stream url from another pc, i come to my router login, not to YAWcam login.. What am I doing wrong?

When you are online other people can see your webcam on these addresses:
Http: http://securecam.no-ip.biz:81

Stream: http://securecam.no-ip.biz

I have the no ip, forwarded ports and so on.
I can view the cam inside network, but not from outside the network..

By any chance, you don't use the firewall of your router instead of the Windows firewall do you ?
My guess is that the ports you have configured are not on the exception list of your firewall.
Meaning no access alowed.

How can i find out what firewall i am using.
Windows firewall is turned on....
Must i config a firewall in my tilgin vood router?

Firewall/NAT is enabeled on my router..

Is there someone who can give me som detailed howtos on how to seek out the error?

You give the answer yourselves here.
If it's correct what you are telling, you use both, the windows firewall as well as your router build in fire wall.

Of course you have to configure them.
You must allaw tha java executables to have access to internet.
You must allaw your viewers to have access to your webcamstream on the ports you have configures in yawcam.
The executables as well as the ports have to be added to the firewalls exception list.

I searched the internet for "tilgin vood" router and saw that you have more then one type of router (as could be expected).
What type of router do you have ?
Didn't you recieve a guideline when you bought it ?

Howto
allow tha java executables to have access to internet.
allow your viewers to have access to your webcamstream on the ports you have configures in yawcam.
ports have to be added to the firewalls exception list

I did get some instructions with the router.

By any chance, you don't know someone with a knowledge of IT who can assist you ?
I'm afraid your problems are to complex to write them down in a simple how-to.
Moreover i have no indication it's going to be successfull.
Somewhere on my forum you can find how to add port and(or) applications to an exception list of your firewall(s).
If i where you i disabled one of them and use either your routers firewall or the windows firewall but not both.
This only makes things more complex.
