Everything looks fine but still cannot stream over internet

My yawcam is working perfectly and unexpectedly the router was damaged and changed to a new one: At&t u-verse model 5268AC.
After that, I cannot stream my webcam over internet anymore although I had set up all things as before, especially define port forwarding tcp & udp.
Check online page said that "Everything looks fine!" but I still cannot stream my video over internet, only in localhost is ok!
Any idea is appreciated!

One more glue:

Internet Explorer cannot show the page and I let it do a troubleshooting and an issue found:

"Resource is online but isn't responding to connection attemps
The remote computer isn't responding to connection on port 8081, possibly due to firewall or security policy settings, or because it might be temporarily unavailable."

I think there is something wrong with my router. I did already port forwarding and also the router's firewall status show that but when I check by "Port Forward Network Utilities", this software show responded "no port is open"

After hours try to fix it, now I receive this:

XML Parsing Error: unexpected parser state Location: jar:file:///C:/Program%20Files/Mozilla%20Firefox/browser/omni.ja!/chrome/browser/content/browser/aboutNetError.xhtml Line Number 523, Column 58:
<div id="ed_netInterrupt">&netInterrupt.longDesc;</div>

And after refresh that error page, now it say that Unable to connect
