I used localhost in stead of the IP and it worked at once.

Then i realised i had some trouble before with the international settings.
I changed the internatiional settings.
The decimal sign and the digit grouping symbol.
The first was a , i changed it to . and versa.
Then i reentered the IP adress and it worked too.
