FTP error

I got this error message any time I try to enable FTP


<could not connect to ftp-server FTP error Connection refused>

My router is Belkin F5D6231-4
My PCI wireless card Netgear WPN311 Range Max
My OS Windows 7 Professional

The camara is working OK and I can see myself inside of my home network

I had a different error on windows 7.
Maybe you can try my fix anyways.

Start>in the search box type, cmd
when the CMD black box appears in the search window,
hold down thw shift and the ctrl keys and click on the cmd black box
You will probably have to answer, yes, to allow this program to make changes to the operating system.
And you are in the, windows/system32 directory.
( if you do it wrong, you are in the, users directory and it probably didn't ask you for permission to make changes to the operating system)
At the cmd line you type,
netsh advfirewall set global StatefulFTP disable
and after it says ok you type,
exit
And then, for me, Yawcam FTPing began working on windows 7.

Thank you JXOCO for your attention, I replaced the modem and I think is working better but still have and error message:

"unknown host
Please check the address for the ftp in the setting"

When I check yawcam in an outside PC I can see the logo and message but I can't see any image
