Release Camera problem

I am trying to use the releasecamera.txt hack but it doesn't seem to be working. I'm placing the txt file in the proper place. (I confirmed this by also testing the windows media hack which works fine). My issue is that we use Skype on our computers at tome as much as you would a regular phone. I have yawcam running as a service and don't want to have to stop it every time I want to video chat in Skype. The only features I'm using in yawcam is the stream and http. There are no users connected and I am still being prompted by Skype to close any other programs accessing the camera. Am I doing something wrong, or is this one not entirely ironed out yet? And I have restarted the computer to make sure all changes are in affect.
